Reasons to open the direction

Since September 2018, at the Faculty of Administration of the University of Sarajevo, the only course of its kind in Bosnia and Herzegovina has been opened – Public Procurement in Administration. There is great interest in this direction and the first generation enrolled in 2018/2019. academic year, numbers thirty students.
The second cycle of studies (master studies) lasts one academic year (two semesters), and by defending the final master’s thesis or completing the second cycle of studies at the Faculty of Administration, University of Sarajevo, one acquires the title of Master of Administration – Public Procurement in Administration.
Specialist studies in the field of public procurement, the first in Bosnia and Herzegovina, intended for students who are in their current and or future professional orientation interested in acquiring and improving knowledge in the field of planning, initiating and conducting public procurement, legal protection and contract management in public procurement procedures.
Leading international institutions such as the World Bank, the European Bank for Reconstruction and Development, SIGMA, USAID, GIZ and the Public Administration Reform Coordinator’s Office have expressed great interest and readiness to provide support in the implementation of this master study.

The main goals of the program are:

• Provide candidates with knowledge and skills at the level of postgraduate studies in the field of national (BiH), European (EU directives) and international (WTO, World Bank and UNCITRAL) public procurement laws and strategies;
• Create specialist administrative skills and knowledge to enable candidates to adequately apply applicable public procurement regulations, and that, respecting the strategic goals and interests of the organization with market analysis, they can independently conduct the public procurement procedure;
• To provide a flexible program that allows candidates to develop national, European and international perspectives on issues from the practice of public procurement law, which will open up completely new opportunities for graduates;
• Through the second cycle of studies, the Faculty of Administration is determined to be the academic carrier and a factor contributing to the progress of BiH in meeting European requirements and priorities;
• Achieve a recognizable postgraduate study that is not focused on traditional teaching methods, but encourages individual and team work in the function of the perception of public procurement in the administration, but also on a very practical level;
• In the field of academic exchange, the goal of the Faculty of Administration is to create conditions for increasing the degree of student mobility through interdisciplinary study of public procurement in administration, exchange of teaching and scientific staff, study, research-specialist and others. forms;
• Strengthen and expand and further develop existing professional, scientific and academic exchange in general with stakeholders at home and abroad.

Conditions for enrollment

The right to enroll in the second cycle of studies have all candidates who have completed undergraduate studies or the first cycle of studies at the Faculty of Social Sciences, which carries 240 ECTS or students who have completed their studies under the pre-Bologna system of study for four years. The competition for enrollment in the second cycle of studies is announced at least 2 months before the beginning of the academic year, ie teaching.
The costs of the second cycle of studies, ie the amount of the enrollment fee as well as the method of payment are determined by the Faculty Board, before announcing the competition for enrollment.
Students are required to attend classes conducted in two semesters. In the first semester, classes are held in 6 compulsory subjects. The second (summer) semester is scheduled for the preparation of the final master’s thesis.
