COMMUNICATION AND ITS MODALITIES IN THE PUBLIC ADMINISTRATION

Communication is the impeller of civilizational and social processes. It is immanent to human society and represents an important factor of every organization, which includes administration. Effective communication is a prerequisite for organizational effectiveness. The system of communication, without which the administration would not be able to perform its tasks, implies a methodically and planned network of information movement, which connects individuals, jobs, organizational units, but also various administrative bodies. Between several types and forms of communication in the administration, special attention is given to the formal external communication. This is understandable because the image of every organization largely depends on the efficiency of its external communication. This paper discusses the communication of the administration with the parties in the administrative procedure. Communication in the administrative procedure is a formal, pre-planned, official process of information transfer in oral and written form between administrative bodies and parties, which is harmonized with the needs of administrative procedure. In the administrative procedure, communication is realized through: submissions, summons, minutes, access to files and information about the course of the procedure, and service of documents. The existing modalities of communication between the administration and the citizens are quite formal, limited and largely inappropriate for this moment of time. There is an indisputable need to improve and facilitate communication between the administration and citizens.
