The achievement and stability of the complex Confederatio Helvetica or characteristic Swiss federalism is based on the common cantonal history, the strong sense of patriotism and loyalty to the community, citizen and cantonal equality, and especially on the „unity in diversity“.
The uniqeness of the complex state organization partly grown on the wide application of the institutes of indirect democracy which primary recognizes individualism and citizen identity and secondary etno-identity and collective rights, substantially building the ambient of the highest democratic standards and values in the comparative constitutional law. Majority of themodern constitutional law theorists considers that functional federalism is only possible in the real democratic environment, what is the claim which example of the „perfect“ Swiss federalism practically confirms.
