This paper explores the theoretical and empirical aspects of conflict management as a function of more effective implementation of changes in the public sector, with a specific focus on public enterprises in the Canton of Sarajevo. Thus, the subject of this research is public enterprises and conflict management within them, while the function of change management refers to the identification of factors that influence the emergence of conflicts during the implementation of changes, as well as the analysis and evaluation of methods by which such conflicts can be managed and resolved. The aim of this study is to examine workplace conflicts, perspectives on conflicts, their causes, the most effective resolution strategies, and personal experiences with conflicts and how they were resolved in the workplace — all with the ultimate goal of improving change management in public enterprises.</p> <p>Quantitative and qualitative research methods were used, including a survey conducted among employees of eleven public enterprises. The results show that the absence of formal conflict management strategies negatively affects the success of change implementation and that leadership styles and organizational culture are decisive factors in conflict resolution. The paper offers recommendations for establishing institutional mechanisms for conflict management to improve organizational adaptability.</p> 2025-12-05T00:00:00+00:00 Copyright (c) 2026 Uprava https://fu.unsa.ba/journal/index.php/uprava/article/view/223 Corporate Lobbying: A Key Instrument for Positioning in the Business Environment and a Challenge for Regulation and Transparency 2026-01-13T09:36:04+00:00 Mustafa Mujkić mustafa.mujkic@fpn.unsa.ba <p>This paper problematizes the role of lobbying in the world of large corporations, but also among smaller companies and firms, with an emphasis on regulatory challenges for development and progress in achieving a more transparent socio-business environment. It provides clearer and more concrete insights into the intentions of corporate lobbying, its objectives, and the consequences it may have for society and the state, as well as the negative connotations it carries in the public due to the lack of adequate legal regulation. The responsibilities and competences of corporations and the state are contextualized through the perspectives created by lobbying for capital interests, along with ways to overcome the obstacles that slow down social reforms.</p> <p>The fundamental features and characteristics on which corporate lobbying is based are presented, which, in extreme cases, may pose a threat and a challenge to democracy. Finally, recommendations, ideas, and possibilities are offered that could lead to solutions beneficial to all – collectively – rather than merely serving the interests of the clients of corporate lobbyists who employ such political practices.</p> 2025-12-05T00:00:00+00:00 Copyright (c) 2026 Uprava https://fu.unsa.ba/journal/index.php/uprava/article/view/224 Influence of Civil Society Organizations on Improvement of Political Dialogue in Bosnia and Herzegovina 2026-01-13T10:11:48+00:00 Džengis Hodžić dzengis.hodzic@fu.unsa.ba <p>The main goal of this paper is to show how civil society organizations contribute to the reform of public administration in Bosnia and Herzegovina through the establishment of political dialogue. The survey was conducted at the local, cantonal, entity and state level on a representative and stratified sample (10% - according to the statistical method). A total of 62 respondents took part, including activists from civil sector organizations as well as employees of state administration bodies. One of the main assumptions of the research axis is how civil society organizations will contribute to the reform of public administration in Bosnia and Herzegovina through the establishment of political dialogue. This paper provides an overview and theoretical analysis of civil society organizations as well as the most important public policies advocated by them. In addition, a comparison of public policies and their practical application in neighboring countries as well as in the countries of the European Union was made. The research problem is reflected in looking at the started process of transformation and the unfinished process of transition of Bosnian civil sector organizations, which have been significantly active in the recent period, especially in the field of environmental and social public policies. The subject of this research reflects on the role and importance as well as the influence of civil society organizations on the processes of adopting public policies as well as on the correlation with state authorities. The key issues investigated in this paper are the importance of implementing the Agreement on Cooperation between the Council of Ministers of Bosnia and Herzegovina and civil society organizations and the importance of including civil society organizations in the early stages of identifying problems and defining priorities.
