Aftef Dr. Nor Hafizah Hj. Mohamed Harith and Dr. Aida Abdullah from the partner university in Malaysia gave lectures to Bosnian and Malaysian students, on Wednesday morning, successful cooperation within the academic exchange of the Faculty of Administrative Science and Policy Studies, University Teknologi MARA, Malaysia, and the Faculty of Administration, University of Sarajevo, continued with a lecture by Dr. Amel Delić to Malaysian students.
Professor Amel Delić organized an online lecture within the academic course “Modern Public Administration” for more than 600 Malaysian students, on the topic “Contemporary Challenges in Public Personnel Administration with emphasis to Bosnia and Herzegovina” During the lecture, Dr. Delić presented SIGMA principles of public administration as a globally accepted standard, then the constitutional structure of Bosnia and Herzegovina, after which he presented a detailed analysis of the application of SIGMA principles in the field of human resources management in civil service at all levels of government in Bosnia and Herzegovina. The analysis included: legal framework, procedure and conditions for admission to the civil service, categories of civil servants, professional development of civil servants, performance appraisal, remuneration, promotion and responsibility of civil servants, and termination of civil servant’s status. A comparison was made with other successful models in the world, followed by a discussion on the status of this topic in Malaysia, and additional questions on the Bosnian civil service model.
